Just-in: New Update on Fire Rated Digital Door Locks
Effective from Oct 9th 2024, it is now mandatory for all digital locksets to be certified with a Certificate of Conformity to SS 332/ EN 1634-1. This certification has to be issued by a recognized local Certification Body. To put it layman’s terms, any digital lockset installed on your premises not only needs to be a fire-rated digital door lock, but it also has to have a valid & recognized CoC Certification to go with it. So, when you’re considering a smart lock for your door, don’t forget to do this crucial validation check before your purchase to comply with SCDF requirements.
Old Vs New: What changed & Why?
The evolution of fire-rated digital door locks to the current SCDF mandate requiring all locksets on fire-rated doors to hold a Certificate of Conformity (CoC) marks a significant shift in safety regulations. It also speaks for itself that the Singapore Government has taken an active role in the well-being of its citizens by implementing such an important update. Older update by the SCDF stated that fire rated digital locksets on fire-rated doors to be CoC Certified whereas the new update clearly states that ALL Fire-Rated Digital Locks must be CoC Certified irrespective of the fact that whether they are installed on fire-rated doors or not.
- Prevention of Non-Compliant Products: The mandate effectively addresses the risk of non-fire-rated or substandard locks infiltrating the market. By enforcing compliance, the government reduces the likelihood of inferior products that could fail in a fire scenario and ensures that the standards are maintained.
- Standardization and Accountability: Requiring CoC certification fosters a standardized approach to fire safety across the industry. This creates a clear accountability framework for manufacturers and suppliers, ensuring that only compliant products are available in the market. It promotes a culture of responsibility among stakeholders, from manufacturers to end-users.
- Public Confidence in Safety Regulations: By implementing such a powerful mandate, the government reinforces public trust in fire safety measures. Knowing that stringent regulations are in place and that products are thoroughly vetted provides peace of mind to building occupants and homeowners alike.
3 Key Things to verify before buying a digital door lock (SCDF Compliant):
When purchasing a digital door lock that complies with SCDF regulations, there are three key aspects to verify to ensure enhanced safety and reliability:
- Fire-Rated Status: Confirm that the lock is explicitly marked as fire-rated. Fire-rated locks are designed to withstand high temperatures, preventing failure during a fire, which is critical for maintaining the integrity of fire-rated doors.
2. Certificate of Conformity (CoC): Ensure that the lock has a valid CoC. This certification indicates that the lock meets specific performance standards required by authorities. It is a crucial document that assures you of the product’s compliance with fire safety regulations.
If you’re buying offline: You can request for the CoC certification directly with the outlet owner or sales person in-charge. Since this is a requirement to be validated it should be available for public view and you as a customer have the full right to request for it. So please do not hesitate.
If you’re buying online: Look for CoC certification images in product pages, product gallery images, product descriptions, etc. Alternatively, if it’s not provided on the website, you can reach out to the sales team, & request for it.

- Recognition of Certification Body: Check that the CoC is issued by a recognized local certification body, (eg: SETSCO). These organizations are reputable and ensure that the products they certify meet rigorous testing and standards. Here’s the list of five accredited CBs recognised by SCDF for certifying regulated fire safety products.
- Element Testing Services (S) Pte Ltd (Formerly known as Singapore Test Services Pte Ltd)
Additionally, it’s beneficial to verify the fire-rating duration, whether for 30 or 60 minutes, as this indicates how long the lock can withstand fire conditions, further enhancing reliability during emergencies.
